Richard attended Little Flower School and graduated from Great Mills High School in 1965.  In 1968, he received an Associated Degree from St. Mary’s College, and went on to attend The American University, in Washington, D.C.  He earned a Bachelor of Arts Degree in Political Science in 1970.  In 1972, he was granted a Master’s Degree in Public Administration and inducted into Pi Sigma Alpha, the National Honor Society for Political Science and International Affairs.

While working the construction trades during the day, Rick attended night school at the University of Baltimore School of Law, and in 1976, graduated with a Juris Doctor Degree. Richard was sworn in as an attorney -at-law before the Maryland Court of Appeals on June 28, 1977.
